there will be only observer status. to become a member you need u.n. security council and that won't happen because the u.s. will veto it. the u.s. and israel tried hard to get palestine not to go along with today's vote. but they are now down playing it it doesn't give palestine what it wants. it's quiet this morning outside the u.n. but demonstrators are expected to protest the vote on palestinian recognition. palestinians are seeking status as a nonmember observer. palestinians say they need u.n. recognition of a palestinian state in the west bank in order to get israel back to the negotiating table. the u.s. insists on direct negotiations with israel. >> the path to a two state solution is through jerusalem and ramallah, not new york. >> reporter: they recognized the palestine 1977 borders before israel fought and won part of palestinian land. >> we know the occupation will not disappear, we know that there might be certain consequences because israel wants to punish us. >> reporter: president abbas is preparing a speech before the vote. he's hoping to gain support here at the u.n. and at home.

that discussion with them. but for them to go after the u.n. ambassador who had nothing to do with benghazi, and was simply making a presentation based on intelligence that she had received, and to besmirch her reputation is outrageous. and you know, we're after an election now. i think it is important for us to find out exactly what happened in benghazi and i'm happy to cooperate in any ways that congress wants. we have provided every bit of information that we have. and we will continue to provide information and we have got a full blown investigation. and all that information will be disgorged to congress. and i don't think there is any debate in this country that when you have four americans killed, that's a problem. and we got to get to the bottom of it and there noeeds to be accountability. we got to bring those who carried it out to justice. they won't get any debate from me on that. but when they go after the u.n. ambassador, apparently because they think she's an easy target, then they got a problem with me. and should i choose, if i think that she would be the best person to serve

important element, the u.n. dimension: respect for the territorial integrity and independence of iraq. so that meant that the action team could not go to nondeclared facilities. only delareed facilities could be -- declared facilities could be inspected. but then the security council formed out that right to, i would say, break the integrity to the -- [inaudible] so they were charged with nondeclared facilities and activities. of course, then it was, obviously, chemical, biological. but the beauty of these wars that it's tough sanctions system was in place. we have to have that also. but immediately when the inspection started, the sanction system was gradually released. so this was a functioning system, good behavior led also to these single sanctions. bad behavior, which happened, of course, quite frequently, some blockages and refusals, was met by some tough language from the security council. not from the israeli government or anyone, it was security council under the charter of the united nations that put that pressure. so, of course, we know that this system works extremely well. it

haass, also an emergency meeting of the u.n. security council last night. sift through this for us. how big is this? how significant is this in the middle east right now? >> well, it's big for lots of reasons, because it's not happening in isolation. one is you have the largest military clashes between israel and hamas in, what, four year now, and it's not going to stop. at times it doesn't matter in the middle east exactly why things begin. over the last few months there have been hundreds of rocket attacks, now this, then retaliation. it just happens. second of all, it's happening in the absence of anything political. there's no dialogue going on whatsoever between israelis and palestinians. this can't substitute for this. thirdly, egyptians withdrew their ambassador. since 1967 and really since not long after that when sadat, the relationship has been peaceful. it's been codified by treaty. it is the basis of peace in the middle east to the extent it exists at all. what this shows is we can no longer take that for granted. now that you've had the political change in egypt, you can't

's ambassador to the u.n. failed to mollify senate critics today on the attack at the u.s. consulate in benghazi, libya. susan rice met with republican senators who've criticized her for saying-- five days after the attack-- that anti-american protests were to blame. in fact, u.s. officials already knew it was a terrorist strike. today, rice blamed faulty intelligence. but senator lindsey graham said he was unimpressed. bottom line, i'm more disturbed now than i was before that the 16 september explanation about how four americans died in benghazi libya by ambassador rice i think does not do justice to the reality at the time and in hindsight clearly was completely wrong. >> sreenivasan: graham, along with senators mccain and ayotte, have said they'll oppose rice if she's nominated to be secretary of state. but independent senator joe lieberman also met with rice today, and he said he was satisfied with her explanation of events. >> i found her statements to be significant. she was just as clear and absolute as she could be that she based her testimony and her statements on sunday morning televi
